Approving adjustment of investment policy and the investor for Huong Linh 3 WPP – Chairman of Quang Tri Provincial People’s Committee (PPC) Vo Van Hung has just signed Decision No. 756/QD-UBND approving the adjustment of investment policy and the investor of the Huong Linh 3 wind power project. According to the Decision, the investment policy of Huong Linh 3 Wind Power Project is the first time approved by Quang Tri PPC for the Huong Linh 3 Wind Power Joint Stock Company (headquartered in Cooc village, Huong Linh commune, Huong Hoa district) as the investor (Decision No. 781/QD-UBND dated April 9, 2019). The Huong Linh 3 wind power project with a total capacity of 30 MW, average generation of 123.329 GWh/year is designed with 9 wind turbines with each capacity from 3.3 to 3.465 MW. PVN and US partners held discussions on the cooperation in investment in offshore wind power and hydrogen projects – On March 2, 2022, in Hanoi, Mr. Hoang Quoc Vuong, the Chairman of the Member Council of Vietnam Oil and Gas Group (PVN) and Mr. Mark Green – Chairman of the Asia-Europe region of AES Corporation (USA) discussed cooperation in developing offshore wind power and hydrogen projects in Vietnam. At the meeting, Mr. Mark Green updated on the implementation status of the Son My LNG Terminal project: after establishing the Charter of Son My LNG Warehouse Company, the agreement and necessary documents suitable with Vietnamese laws for founding Son My LNG Warehouse Company were signed by PV Gas and AES on February 27, 2022, the documents on Son My LNG Warehouse Joint Stock Company ware submitted to Binh Thuan Provincial Department of Planning and Investment. Agreeing on the policy to invest in a wind power equipment manufactory in Nam Dinh – Information from Nam Dinh provincial People’s Committee (PPC) said that PPC of this province has just agreed to the policy for Rang Dong Mechanical Joint Stock Company (under Xuan Thien Group) to research and survey the off-shore wind power projects on the sea of Giao Thuy, Hai Hau and Nghia Hung districts, and built a wind power equipment manufactory in Nghia Hung district. In October the Xuan Thien group proposed to invest in Rang Dong Mechanical Manufactory in Nghia Hung district for manufacturing wind power turbines and towers with a total capacity of 1,000 MW per year, including an off-shore turbine with a capacity of 5-20 MW on each tower. Rang Dong Manufactory places a goal to reach a localization rate of 70% for every wind power turbine. Inaugurating V1-3 wind power project in Ben Tre province – On November 28, 2021, in An Thuy commune, Ba Tri district, Ben Tre province, Ben Tre Renewable Energy Joint Stock Company held a ceremony for inaugurating the V1-3 Ben Tre Wind Power Project (WPP). V1-3 WPP is the first wind power project put into commercial operation in Ben Tre province. Ribbon-cutting ceremony for inaugurating the V1-3 Ben Tre Wind Power Project (WPP V1-3 Ben Tre WPP with a capacity of 29.4 MW and an annual generation of 104GWh invested by Ben Tre Renewable Energy Joint Stock Company with a total investment capital of over 1,500 billion VND, started for construction on April 5, 2020. PVN starts strategy for developing hydrogen and offshore wind power projects – On November 18 in Hanoi, Vietnam Oil and Gas Group (PVN) and the Asian Development Bank (ADB) signed a Memorandum of Understanding (MOU) on building a strategic partnership in 2021 – 2024 years to promote clean and sustainable energy development in Vietnam, as well as support PVN to achieve the green energy transition goal. Specifically, the two sides will cooperate in strategy, a roadmap for green energy transition, carbon capture, use and storage; developing hydrogen industry and offshore wind power projects. Vietnam is considered to have the best wind resources in Southeast Asia, especially in the nearshore/offshore and onshore coastal regions in the south of Vietnam. In these areas yearly average windspeeds of 9 to 10 meters per second are measured. Generally, windspeeds are declining further inland. Renewable energy targets and wind energy Vietnam is a country with a rapidly growing economy together with an increasing energy and electricity demand. To sustain the growing electricity demand, new power plants are being built, especially coal-fired power plants. Besides fossil fuels, hydro power is also an important part of the electricity supply in Vietnam, accounting for 37,3 percent of the total installed capacity. EVN is the single buyer of electricity and holds a monopoly on transmission and distribution. Renewable energy sources are still a very small share in the total electricity production, but ambitious targets have been set by the government.
